- COMMITTEE MEETING MINUTES April 25, 2019 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, April 25, 2019, at 1:00 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported HB 4101 (Rep. Frederick) with recommendation and immediate effect. 2. Reported HB 4077 (Rep. Neeley) with recommendation and immediate effect. 3. Presentation by Brian Calley, President for the Small Business Association of Michigan. The Chairman called the meeting to order at 1:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss, a quorum was present. The Chairman entertained a motion by Sen. MacGregor to adopt the meeting minutes from March 7, 2019 and April 10, 2019. Without objection, the minutes were adopted. The Chairman invited Rachel Hoekstra, of Rep. Frederick's office, to summarize HB 4101. The Chairman invited Clyde Edwards, of Rep. Neeley's office, and David Olila, of Skypoint Ventures, to summarize HB 4077. The Chairman recessed the committee from 1:06 p.m. to 1:07 p.m. The Chairman read the cards of those individuals not wishing to testify before the committee regarding HB 4101: Jennifer Spike, Michigan Economic Development Corporation – Support The Chairman read the cards of those individuals not wishing to testify before the committee regarding HB 4077: Jennifer Spike, Michigan Economic Development Corporation – Support Steve Bieda, Michigan Department of Treasury – Support The Chairman entertained a motion by Sen. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Schmidt to report HB 4101 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss Nays: None The motion prevailed and the bill was reported The Chairman made a motion to recommend immediate effect for HB 4101. Without objection, immediate effect was recommended. The Chairman invited Brian Calley, President of the Small Business Association of Michigan, to give a presentation regarding the 2019 Michigan Entrepreneurship score card. There being no further business before the committee, the Chairman moved to adjourn the committee.
