- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, November 4, 2025 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar, Andrews and Miller. Absent: Reps. Grant and Wilson. Excused: Reps. Grant and Wilson. Representative Alexander moved to adopt the meeting minutes from October 28, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5109, HB 5110, HB 5111 and HB 5112 before the committee: HB 5109 (Rep. Outman) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending sections 233, 234, 239, and 240 (MCL 257.233, 257.234, 257.239, and 257.240), section 233 as amended by 2014 PA 290, section 234 as amended by 2002 PA 552, section 239 as amended by 2020 PA 382, and section 240 as amended by 2004 PA 493. HB 5110 (Rep. Bohnak) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 227 (MCL 257.227), as amended by 2011 PA 92. HB 5111 (Rep. Frisbie) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 81105 (MCL 324.81105), as amended by 2018 PA 519. HB 5112 (Rep. Prestin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 80304 (MCL 324.80304), as amended by 2018 PA 678. The following person submitted a card in support of HB 5109, but did not wish to speak: Karen Johnston, representing Toyota. Representative Prestin moved to report out HB 5109 with recommendation. Representative Frisbie moved to report out HB 5111 with recommendation. The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Representative Prestin moved to report out HB 5112 with recommendation. The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Herzberg, Hope, Koleszar and Andrews. Nays: None. Pass: Rep. Miller. The Chair laid HB 5089 before the committee: HB 5089 (Rep. Lightner) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," by amending section 106 (MCL 250.1106), as added by 2020 PA 293. Representative Lightner testified in support of HB 5089. The following person submitted a card with a neutral position on HB 5089, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Representative Neyer moved to report out HB 5089 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representative Herzberg moved to excuse Representatives Grant and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
