BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES May 7, 2019 A meeting of the Senate Committee on Insurance and Banking was scheduled for Tuesday, May 7, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 1 (S-1) (Sen. Nesbitt) with recommendation and immediate effect. 2. Reported SB 292 (S-1) (Sen. Theis) with recommendation and immediate effect. 3. Reported SB 295 (Sen. Runestad) with recommendation and immediate effect. The Chairwoman called the meeting to order at 8:31 a.m. The Chairwoman recessed the meeting from 8:31 a.m. to 8:44 a.m. She instructed the clerk to call the roll. At that time, the following members were present: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, and McMorrow, a quorum was present. The Chairwoman entertained a motion by Sen. Lauwers to adopt the meeting minutes from April 10, 2019. Without objection, the minutes were adopted. Senator Lauwers offered an (S-1) version of Senate Bill 1. The Chairwoman recessed the meeting from 8:46 a.m. to 8:50 a.m. The Chairwoman entertained a motion by Sen. Lauwers to adopt the (S-1) version of SB 1. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, and Geiss Nays: Sen.(s) Bullock and McMorrow The motion prevailed and the (S-1) was adopted. The Chairwoman invited Sen. Nesbitt to summarize the (S-1) version of SB 1. The Chairwoman entertained a motion by Sen. Lauwers to report SB 1 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, and Horn Nays: Sen.(s) Geiss, Bullock, McMorrow The motion prevailed and the bill was reported. Page 1 of 3 The Chairwoman moved for immediate effect for SB 1. Without objection, immediate effect was recommended. The Chairwoman offered an (S-1) version of SB 292, and summarized the substitute. The Chairwoman entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 292. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock and McMorrow. Nays: None. The motion prevailed and the (S-1) was adopted. The Chairwoman entertained a motion by Sen. Lauwers to report SB 292 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, and Horn. Nays: None. Pass: Sen.(s) Geiss, Bullock, and McMorrow. The Chairwoman moved for immediate effect for SB 292. Without objection, immediate effect was recommended. The Chairwoman invited Sen. Runestad to summarize SB 295. The Chairwoman entertained a motion by Sen. Lauwers to report SB 295 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Lauwers, LaSata, Nesbitt, Daley, Barrett, and Horn. Nays: None. Pass: Sen.(s) Geiss, Bullock, and McMorrow. The Chairwoman moved for immediate effect for SB 295. Without objection, immediate effect was recommended.
