- HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Wednesday, November 5, 2025 9:00 AM Room 352, State Capitol Building The House Committee on Appropriations was called to order by Chair Bollin. The Clerk received a letter dated July 24th, 2025, from House Speaker Matt Hall, which removed Representative Farhat as Minority Vice-Chair of the House Committee on Appropriations. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Mueller, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele, Robinson, O'Neal, Rogers, Glanville, Farhat, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: Reps. DeSana, Steckloff and Edwards. Excused: Reps. DeSana, Steckloff and Edwards. Representative Maddock moved to adopt the meeting minutes from June 11, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 540 and SB 542 before the committee: SB 540 (Sen. Hertel) A bill to create a Michigan National Guard child care assistance program to provide child care assistance to certain Michigan National Guard members; to provide for the powers and duties of certain state governmental officers and entities; and to authorize the promulgation of rules. SB 542 (Sen. Klinefelt) A bill to amend 2014 PA 259, entitled "Michigan national guard tuition assistance act," by amending sections 3 and 4 (MCL 32.433 and 32.434), as amended by 2023 PA 33. Representative Beson moved to adopt substitute (H-2) to SB 540. The motion prevailed 25-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele, Robinson, O'Neal, Rogers, Glanville, Farhat, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Nays: None. Pass: None. Representative Phil Green moved to adopt substitute (H-2) to SB 542. The motion prevailed 25-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, Kuhn, Steele, Robinson, O'Neal, Rogers, Glanville, Farhat, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Nays: None. Pass: None. Matt Black, representing the Office of Senator Hertel, testified in support of SB 540 and SB 542. Questions and discussions followed. Terry Sabo, representing the Michigan Department of Military and Veterans Affairs, approached to answer questions from committee members on SB 540 and SB 542. Questions and discussions followed. Representative Mueller moved to excuse Representatives DeSana, Steckloff and Edwards from the meeting. There being no objection, the motion prevailed by unanimous consent.
