BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES May 15, 2019 A meeting of the Senate Committee on Finance was scheduled for Wednesday, May 15, 2019, at 12:30 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 47 (Sen. Barrett) with recommendation and immediate effect. 2. Reported SB 48 (Sen. Barrett) with recommendation and immediate effect. 3. Reported SB 269 (Sen. Geiss) with recommendation and immediate effect. 4. Testimony regarding HB 4121 (Rep. Byrd). The Chairman called the meeting to order at 12:34 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chairman entertained a motion by Sen. Nesbitt to adopt the meeting minutes from April 24, 2019. Without objection, the minutes were adopted. The Chairman brought up SB 47 and SB 48. The following cards were read of those individuals not wishing to present testimony regarding SB’s 47 and 48: Christina Fairbanks, Michigan Realtors – support Alia Phillips, Michigan League of Conservation Voters – support Steve Bieda, Michigan Department of Treasury – support The Chairman entertained a motion by Sen. Nesbitt to report SB 47 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 47. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Chang to report SB 48 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 48. Without objection, immediate effect was recommended. The Chairman invited Sen. Geiss to summarize SB 269. The Chairman entertained a motion by Sen. Chang to report SB 269 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Runestad, Sen.(s) Nesbitt, Daley, Bumstead, Chang and Alexander Nays: Senator VanderWall The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 269. Without objection, immediate effect was recommended. The Chairman invited Rep. Byrd to summarize HB 4121. The Chairman invited the following individuals to present testimony regarding HB 4121: DeVonna McCraw, Citizen – support Carl Stafford, Wayne County Treasurer’s Office – support Michele Oberholtzer, United Community Housing Coalition - support The following cards were read of those individuals not wishing to present testimony regarding HB 4121: Steve Bieda, Michigan Department of Treasury – support Chris Hackbath, Michigan Municipal League – support Christian Fairbanks, Michigan Realtors – support There being no further business before the committee, the Chairman moved to adjourn the meeting.
