BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES May 16, 2019 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, May 16, 2019, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4225 (S-1) (Rep. Kahle) with recommendation and immediate effect. 2. Reported SCR 8 (Sen. VanderWall) with recommendation. The Chair called the meeting to order at 1:01 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from May 9, 2019. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-1) version to HB 4225. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4225: Rebecca Mastee, Michigan Catholic Conference – Support The Chair entertained a motion by Sen. Johnson to adopt the (S-1) version of HB 4225. The vote was as follows: Yeas: Chair VanderWall, Sens. Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. At 1:04 p.m., the Chair called for the committee to go at ease. Page 1 of 3 At 1:05 p.m., Sen. Hertel entered the meeting. At 1:05 p.m., with all members present, the Chair reconvened the committee. The Chair entertained a motion by Sen. Bizon to report the (S-1) version of HB 4225 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4225 (S-1). Without objection, immediate effect was recommended. The Chair summarized SCR 8. The Chair invited the following individuals to present testimony regarding SCR 8: Rick Murdock, Michigan ACE Initiative – Support Nicole Martin, Michigan ACE Initiative – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SCR 8: Matt Gillard, Michigan's Children – Support Jared Burkhart, Michigan Chapter of the American Academy of Pediatrics – Support Caroline Liethen, Michigan Department of Education – Support Amy Zaagman, Michigan Council for Maternal and Child Health – Support Jeff Cobb, Michigan Association of School Boards – Support Rachel Richards, Michigan League for Public Policy – Support Nancy Lindman, Michigan Association of United Ways – Support The Chair entertained a motion by Sen. Bizon to report SCR 8 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Page 2 of 3 Nays: None The motion prevailed and the concurrent resolution was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
