BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES May 22, 2019 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, May 22, 2019, at 8:30 a.m., in the 1300 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SR 49 (S-1) (Sen. McBroom) with recommendation. 2. Reported HB 4227 (S-1) (Rep. Cambensy) with recommendation and immediate effect. 3. Presentation by the Great Lakes Timber Professionals Association. The Chairman called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present. The Chairman invited the committee to recite the Pledge of Allegiance. The Chairman entertained a motion from Sen. Bumstead to adopt the committee meeting minutes from May 15, 2019. Without objection, the minutes were adopted. The Chairman offered an (S-1) version to SR 49 and summarized SR 49 (S-1) for the committee. The Chairman entertained a motion by Sen. Bumstead to adopt the (S-1) version of SR 49. The vote was as follows: Yeas: Chairman McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chairman invited the following individual to present testimony regarding SR 49: Scott Robbins, Michigan Forest Products Council – support. The Chairman read the cards of those individuals not wishing to present testimony regarding SR 49: Judy Augenstein, Michigan Association of Timbermen – support. Henry Schienebeck, Great Lakes Timber Professionals Association – support. The Chairman testified that he had conducted additional research on the topic and recognized the Keweenaw Bay Indian Community has legitimate concerns and he would work with them to address the concerns. The Chairman invited the following individuals to present testimony remotely from Baraga County, Michigan, regarding SR 49: Stephanie Cree, Keweenaw Bay Indian Community – oppose. Jane Kahkonen, Keweenaw Bay Indian Community – oppose. Gale Eilola, Baraga County Board of Commissioners – support. The following individuals attended the meeting via the remote access site in L’Anse and submitted the following testimony cards regarding SR 49 electronically: Ron Ervaet, Village of Lange – support. Outman to report SR 49 (S-1) to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chairman McBroom, Sen.(s) Bumstead, and Outman Nays: Sen. (s) Schmidt and McCann The motion prevailed and the resolution was reported. The Chairman invited Rep. Cambensy to summarize, and give a presentation, on HB 4227. The Chairman invited the following individual to present testimony regarding HB 4227: Ryan Underwood, President, United Steel Workers Local 4974 – support. The Chairman read the cards of those individuals not wishing to present testimony regarding HB 4227: Tom Frazier, Michigan Townships Association- support. Doug Needham, Michigan Aggregates Association – support. Sarah Howes, Michigan Department of Environment, Great Lakes and Energy – support. Sean Hammond, Michigan Environmental Council – neutral. Dave Ladd, Cleveland Cliffs – support. The Chairman invited the following individual to present testimony remotely from Marquette Michigan, regarding HB 4227: Matt Johnson – Eagle Mine – support. Mike Thibault, Michigan Building Trades – support The Chairman offered an amendment to HB 4227 and moved to adopt said amendment. The vote was as follows: Yeas: Chairman McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the amendment was adopted. The Chairman entertained a motion by Sen. Schmidt to report HB 4227, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for HB 4227. Without objection, immediate effect was recommended. The Chairman invited Henry Schienebeck and Eli Brand of the Great Lakes Timer Professionals Association to give a presentation about the Association. There being no further business before the committee, the Chairman entertained a motion by Sen. Bumstead to adjourn the committee.
