BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES June 4, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Tuesday, June 4, 2019, at 8:00 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding SB 20 (Sen. Zorn). 2. Testimony regarding SB 21 (Sen. Zorn). 3. Testimony regarding SB 114 (Sen. Lucido). 4. Testimony regarding SB 341 (Sen. Lucido). 5. Testimony regarding SB 342 (Sen. Lucido). The Chairman called the meeting to order at 8:05 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, and Runestad, a quorum was present. The Chairman entertained a motion by Sen. VanderWall to excuse absent members from the meeting. Without objection, Sen. (s) Johnson, Chang and Irwin were excused from the meeting. The Chairman entertained a motion by Sen. Barrett to adopt the meeting minutes from May 23, 2019. Without objection, the minutes were adopted. The Chairman invited Shane Preston, of Sen. Zorn’s office, to summarize SB 20 and SB 21. The following individual was invited to presented testimony regarding SB 20 and SB 21: Allison Arnold, Monroe County Prosecuting Attorney’s Office and the Prosecuting Attorney’s Association of Michigan – support. The following cards were read of those individuals not wishing to present testimony regarding SB 20 and SB 21: Peter Cunningham, State Bar of Michigan – Support Megan Noland, Oakland County Sheriff’s Office – Support Cami Pendell, Michigan Judges Association – Support The Chairman summarized SB 114. The following individuals were invited to present testimony regarding SB 114: Bill Valiencourt, Livingston County Prosecuting Attorney – Oppose Mark Kneisel, Washtenaw County Prosecuting Attorney’s office – Oppose At 8:21 a.m., Sen. Irwin entered the meeting. At 8:32 a.m., Sen. Johnson entered the meeting. The following cards were read of those individuals not wishing to present testimony regarding SB 114: Blaine Koops, Michigan Sheriffs Association – Oppose Stephanie Johnson, Michigan Association of Chiefs of Police – Oppose Jess Averill-Hammond, MI Domestic & Sexual Violence Prevention &Treatment Board – Oppose Jean Doss, MI Coalition to End Domestic and Sexual Violence – Oppose Kathy Hagenian, MI Coalition to End Domestic and Sexual Violence – Oppose The following cards were read of those individuals not wishing to present testimony regarding SB 341- SB 342: Bill Valiencourt, Livingston County Prosecuting Attorney – Oppose Mark Kneisel, Washtenaw County Prosecuting Attorney’s office – Oppose The Chairman moved to adjourn the meeting.
