The agenda summary is as follows: 1. Reported SB 280 (Sen. Stamas) with recommendation and immediate effect. 2. Reported HB 4118 (Rep. Slagh) with recommendation and immediate effect. 3. Reported SB 278 (S-2) (Sen. Barrett) with recommendation and immediate effect. 4. Reported SB 279 (S-1) (Sen. Hertel) with recommendation and immediate effect. 5. Testimony regarding SB 309 (Sen. Zorn). The Chair called the meeting to order at 12:34 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from May 22, 2019. Without objection, the minutes were adopted. The Chair invited Sen. Stamas to summarize SB 280. The Chair invited the following individuals to present testimony regarding SB 280: Mr. and Mrs. Szymanski, Parents of Marine Lance Corporal Steven Szymanski – Support The Chair entertained a motion by Sen. Bullock to report SB 280 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None Page 1 of 4 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 280. Without objection, immediate effect was recommended. The Chair invited Trooper Nicole McGhee and Sergeant Al Avery, of the Michigan State Police, to answer questions regarding HB 4118. The Chair invited Eric Dean, of Rep. Slagh's office, to answer questions regarding HB 4118. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4118: Stephanie Johnson, Michigan Association of Chiefs of Police – Support The Chair entertained a motion by Sen. LaSata to report HB 4118 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: Sen. Hollier The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4118. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 278 and SB 279: Jenita Moore, Michigan Secretary of State – Neutral The Chair offered, and summarized, an (S-1) version to SB 278. The Chair offered, and summarized, the Barrett amendment #1 to the (S-1) version of SB 278. The Chair made a motion to adopt the Barrett amendment #1 to the (S-1) version of SB 278. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the amendment was adopted. Hollier to adopt the Hollier amendment #2 to the (S-1) version of SB 278. The vote was as follows: Yeas: Sen.(s) Geiss, Bullock, and Hollier Nays: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, and Lauwers The motion failed and the amendment was not adopted. The Chair made a motion to adopt the (S-1) version of SB 278, as amended. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. LaSata to report the (S-1) version of SB 278, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 278 (S-2). Without objection, immediate effect was recommended. The Chair offered, and summarized, the Barrett amendment #1 to SB 279. The Chair made a motion to adopt the Barrett amendment #1 to SB 279.
