- COMMITTEE MEETING MINUTES June 13, 2019 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, June 13, 2019, at 12:00 noon, in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 319 (S-1) (Sen. Moss) with recommendation and immediate effect. The Chairman called the meeting to order at 12:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss; a quorum was present. The Chairman entertained a motion by Sen. MacGregor to adopt the meeting minutes from June 6, 2019. Without objection, the minutes were adopted. The Chairman invited Sen. Moss and his constituent, Michael Racklyeft, of the City of Southfield, to summarize SB 319. The Chairman read the cards of those individuals not wishing to testify regarding SB 319: Jen Rigterink, Michigan Municipal League – Support Steve Bieda, Michigan Department of Treasury – Neutral The Chairman offered an (S-1) version of SB 319. The Chairman entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 319. The vote was as follows: Yeas: Chairman Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss. Nays: None. The motion prevailed and the substitute was adopted. The Chairman entertained a motion by Sen. McMorrow to report SB 319 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 MEMBERS: SEN. CURTIS S. The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 319. Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman moved to adjourn the committee.
