The agenda summary is as follows: 1. Testimony regarding SB 362 (Sen. Hertel). 2. Testimony regarding SB 363 (Sen. Shirkey). 3. Reported SB 340 (S-1) (Sen. VanderWall) with recommendation and immediate effect. 4. Reported SB 248 (S-4) (Sen. Johnson) with recommendation and immediate effect. 5. Reported SB 254 (S-2) (Sen. Zorn) with recommendation and immediate effect. 6. Testimony regarding SB 343 (Sen. VanderWall). The Chair called the meeting to order at 1:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Brinks to adopt the meeting minutes from June 6, 2019. Without objection, the minutes were adopted. The Chair invited Sen.(s) Hertel and Shirkey to summarize SB 362 and SB 363. The Chair invited the following individuals to present testimony regarding SB 362 and SB 363: Gilda Jacobs, Michigan League for Public Policy – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 362 and SB 363: Algeria Wilson, National Association of Social Workers – Support Erin Emerson, Michigan Department of Health and Human Services – Support Page 1 of 4 Adam Carlson, Michigan Health and Hospital Association – Support Lisa Ruby, Michigan Poverty Law Program – Support Sean Gehle, Trinity Health Michigan – Support Christine Shearer, Michigan Association of Health Plans – Support Peter Ruddell, Michigan Works – Support David Newman, Michigan Primary Care Association – Support The Chair offered, and summarized, an (S-1) version to SB 340. Theis to adopt the (S-1) version of SB 340. The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 340 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 340 (S-1). Without objection, immediate effect was recommended. Sen. Johnson offered an (S-3) version to SB 248 and an (S-2) version to SB 254. The Chair invited Sen. Johnson to summarize the (S-3) version of SB 248 and the (S-2) version of SB 254. The Chair invited Sen. Hertel to summarize the Hertel amendment to the (S-3) version of SB 248. The Chair entertained a motion by Sen. Brinks to adopt the Hertel amendment to the (S-3) version of SB 248. At 1:29 p.m., Sen. Santana left the meeting. Bizon to adopt the (S-3) version of SB 248. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, and Wojno Nays: None The motion prevailed and the (S-3) was adopted. At 1:31 p.m., Sen. Santana returned to the meeting. The Chair entertained a motion by Sen. Bizon to report the (S-3) version of SB 248, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 248 (S-4). Without objection, immediate effect was recommended. Page 3 of 4 The Chair entertained a motion by Sen. Johnson to adopt the (S-2) version of SB 254. The Chair entertained a motion by Sen. Johnson to report the (S-2) version of SB 254 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 254 (S-2). Without objection, immediate effect was recommended. The Chair summarized SB 343. The Chair invited Beth Nagel, of the Michigan Department of Health and Human Services' Planning Office, to provide further details for SB 343.
