- COMMITTEE MEETING MINUTES June 18, 2019 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, June 18, 2019, at 3:00 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 320 (Sen. MacGregor) with recommendation and immediate effect. 2. Testimony regarding SB 349 (Sen. VanderWall). 3. Reported HB 4510 (Rep. Farrington) with recommendation and immediate effect. The Chairman called the meeting to order at 3:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Moss, Polehanki, and Wojno, a quorum was present. The Chairman entertained a motion by Sen. Theis to adopt the meeting minutes from June 4, 2019. Without objection, the minutes were adopted. At 3:02 p.m., Sen.(s) Lauwers and Zorn entered the meeting. The Chairman invited Sen. MacGregor to summarize SB 320. The Chairman invited the following individuals to present testimony regarding SB 320: Scott Graham, Michigan Brewers Guild – Support Scott Newman-Bale, Michigan Brewers Guild – Support The cards were read of those individuals not wishing to present testimony before the committee regarding SB 320: Kerry Krone, Michigan Liquor Control Commission – Support Matt Miner, Midwest Independent Retailers Association – Support Scott Ellis, Michigan Licensed Beverage Association – Support The Chairman entertained a motion by Sen. The Chairman moved to recommend immediate effect for SB 320. Without objection, immediate effect was recommended. The Chairman invited Sen. VanderWall to summarize SB 349. The Chairman invited the following individuals to deliver testimony regarding SB 349: Jon O’Conner, Michigan Craft Distlers Association – Support Jared Repp, Michigan Spirits Association, Traverse City Whisky Company – Neutral The cards were read of those individuals not wishing to present testimony before the committee regarding SB 349: Scott Ellis, Michigan Licensed Beverage Association – Support Matt Miner, Midwest Independent Retailers Association – Support Bethany Wicksall, Michigan State Budget Office – Oppose Kerry Krone, Michigan Liquor Control Commission – Oppose Denny Heffron, Citizen – Support Rebecca Park, Michigan Farm Bureau – Support Scott Ellis, Michigan Grain Distillery – Support Rick Wyble, American Fifth, Michigan Craft Spirits Association – Support The Chairman brought up HB 4510. The Chairman reminded the committee that testimony was received on HB 4510 during the June 4, 2019 meeting. Being no additional testimony, the Chairman entertained a motion by Sen. VanderWall to report HB 4510 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn Nays: Sen.(s) Moss, Polehanki, and Wojno The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for HB 4510. Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman moved to adjourn the committee.
