The agenda summary is as follows: 1. Reported HB 4060 (Rep. Love) with recommendation and immediate effect. 2. Reported SB 309 (S-1) (Sen. Zorn) with recommendation and immediate effect. 3. Testimony regarding SB 364 (Sen. Zorn). 4. Reported HB 4120 (Rep. Markkanen) with recommendation and immediate effect. 5. Testimony regarding SB 344 (Sen. Barrett). 6. Testimony regarding SB 345 (Sen. Geiss). 7. Testimony regarding SB 346 (Sen. Barrett). The Chair called the meeting to order at 12:33 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from June 5, 2019. Without objection, the minutes were adopted. The Chair invited Rep. Love to summarize HB 4060. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4060: Troy Hagon, Michigan Department of Transportation – Neutral Reginald Crawford, Wayne County Deputy Sheriffs Association – Support The Chair entertained a motion by Sen. Geiss to report HB 4060 to the floor with recommendation that it pass. The vote was as follows: Yeas: Sen.(s) McBroom, Lauwers, Geiss, Bullock, and Hollier Nays: Chair Barrett, Sen.(s) LaSata, Victory, and Outman The motion prevailed and the bill was reported. Page 1 of 3 The Chair made a motion to recommend immediate effect for HB 4060. Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-1) version to SB 309. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 309: Bill Zaagman, Michigan Towing Association – Support The Chair entertained a motion by Sen. McBroom to adopt the (S-1) version of SB 309. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 309 to the floor with recommendation that it pass. The Chair made a motion to recommend immediate effect for SB 309 (S-1). Without objection, immediate effect was recommended. The Chair invited Shane Preston, of Sen. Zorn's office, to summarize SB 364. The Chair invited the following individuals to present testimony regarding SB 364: Jon Cool, Michigan Railroads Association/CN/Norfolk Southern – Support Rusty Orben, CSX Transportation – Support Dave LaMontaine, Police Officers Association of Michigan – Support Matthew Sahr, Michigan Fire Fighters Union – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 364: Ed Noyola, County Road Association – No Position Given Troy Hagon, Michigan Department of Transportation – Neutral Bethany Wicksall, State Budget Office – Neutral Dan Papineau, Michigan Chamber – Support The Chair invited Rep. The Chair invited the following individuals to present testimony regarding SB 344 – SB 346: Ron Springer, Citizen – Support Charles Chapman, Military Vehicle Preservation Association and Military Vehicle Collectors Club of Michigan – Support Tom Tibortz, Military Vehicle Preservation Association and Military Vehicle Collectors Club of Michigan – Support The Chair invited the following individuals to present testimony regarding SB 344 and SB 345: Jenita Moore, Michigan Secretary of State – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 344 – SB 346: Ken Kline, Military Vehicle Preservation Association and Military Vehicle Collectors Club of Michigan – Support Terry Pitts, Military Vehicle Preservation Association and Military Vehicle Collectors Club of Michigan – Support Rick Hyma, Citizen – Support There being no further business before the committee, the Chair moved to adjourn the committee.
