The agenda summary is as follows: 1. Reported SB 344 (S-1) (Sen. Barrett) with recommendation and immediate effect. 2. Reported SB 345 (Sen. Geiss) with recommendation and immediate effect. 3. Reported SB 346 (Sen. Barrett) with recommendation and immediate effect. 4. Reported SB 379 (Sen. Victory) with recommendation and immediate effect. 5. Reported SB 364 (S-1) (Sen. Zorn) with recommendation and immediate effect. The Chair called the meeting to order at 12:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from June 19, 2019. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 344 and SB 345: Jenita Moore, Michigan Secretary of State – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 346: Thomas Gilpin, Michigan Sierra Club – Oppose Sen. Geiss offered an (S-1) version to SB 344. Page 1 of 4 The Chair summarized the (S-1) version to SB 344. The Chair made a motion to adopt the (S-1) version of SB 344. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. LaSata to report the (S-1) version of SB 344 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: Sen. Hollier The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 344 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Geiss offered Geiss amendment #1 to SB 364. The Chair invited Sen. Geiss to summarize the Geiss amendment #1 to SB 364. Page 3 of 4 The Chair entertained a motion by Sen. Geiss to adopt the Geiss amendment #1 to SB 364. Geiss offered Geiss amendment #2 to SB 364. The Chair invited Sen. Geiss to summarize the Geiss amendment #2 to SB 364. The Chair entertained a motion by Sen. Geiss to adopt the Geiss amendment #2 to SB 364. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Lauwers to report SB 364, as amended, as a clean substitute, to the floor with recommendation that it pass.
