BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES September 5, 2019 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, September 5, 2019, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 343 (S-1) (Sen. VanderWall) with recommendation and immediate effect. 2. Testimony regarding SB 348 (Sen. MacGregor). 3. Testimony regarding SB 307 (Sen. Lucido). 4. Testimony regarding HB 4051 (S-1) (Rep. Whiteford). The Chair called the meeting to order at 1:07 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from June 13, 2019. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-1) version to SB 343. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 343: Heather Nicholoff, The Michigan Council of Nurse Practitioners – Support David Newman, Michigan Primary Care Association – Support Heather Nicholoff, Michigan State University College of Osteopathic Medicine – Support Beth Nagel, Michigan Department of Health and Human Services – Support Mark Brieve, Michigan State University College of Human Medicine – Support The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 343. The vote was as follows: Page 1 of 3 Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Wojno to report the (S-1) version of SB 343 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 343 (S-1). Without objection, immediate effect was recommended. The Chair invited Sen. MacGregor and Rich Farran, of the Health Care Association of Michigan, to summarize SB 348. The Chair invited the following individuals to present testimony regarding SB 348: Brian Barrie, Michigan Department of Health and Human Services – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 348: Meghann Keit, Michigan County Medical Care Facilities Council – Support Don Haney, Thornapple Manor – Support Chad Tuttle, Spectrum Health Continuing Care – Support Jeff Schade, The Peplinski Group – Support Laura Hamann, Bronson Commons Nursing Facility – Support Henry Boutros, Illuminate Healthcare – Support The Chair invited Sen. Lucido and Judge Linda Davis to summarize SB 307. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 307: Jared Welehodsky, Michigan Department of Health and Human Services – Neutral Gabe Basso, Blue Cross Blue Shield of Michigan – Support The Chair offered an (S-1) version to HB 4051. Page 2 of 3 The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of HB 4051. The Chair invited Rep. Whiteford and Dr. George Mellos, Director of the Behavioral Health Division of the Michigan Department of Health and Human Services, to summarize the (S-1) version of HB 4051.
