BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES September 12, 2019 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, September 12, 2019, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 455 (S-2) (Sen. Stamas) with recommendation and immediate effect. The Chair called the meeting to order at 12:12 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sens. VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from June 20, 2019. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 455: Natalie Stewart, Switch – Support Jason Puscas, MichAuto and Detroit Regional Chamber – Support Dan Papineau, Michigan Chamber of Commerce – Support Andy Johnston, Grand Rapids Chamber of Commerce – Support Judy Allen, Michigan Townships Assoc. on behalf of Gaines Township – Neutral The Chairman offered (S-2) to SB 455. The Chair entertained a motion by Sen. VanderWall to adopt the (S-2) version of SB 455. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Schmidt to report the (S-2) version of SB 455 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Lauwers, Schmidt, Geiss, Moss. Nays: None Pass: Sen.(s) Theis, McMorrow. The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for SB 455 (S-2). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
