The agenda summary is as follows: 1. Reported SB 348 (S-1) (Sen. MacGregor) with recommendation and immediate effect. 2. Reported HB 4051 (S-1) (Rep. Whiteford) with recommendation and immediate effect. 3. Testimony regarding HB 4412 (Rep. Kahle). 4. Reported SB 460 (S-1) (Sen. Nesbitt) with recommendation and immediate effect. The Chair called the meeting to order at 1:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from September 5, 2019. Without objection, the minutes were adopted. The Chair offered an (S-1) version to SB 348. The Chair invited Sen. MacGregor to summarize the (S-1) version of SB 348. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 348: Rich Farran, Health Care Association of Michigan – Support Karla Ruest, Michigan Department of Health and Human Services and Administration – Neutral Page 1 of 4 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 348 (S- 1): Meghann Keit, Michigan County Medical Care Facilities Council – Support The Chair entertained a motion by Sen. Bizon to adopt the (S-1) version of SB 348. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 348 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 348 (S-1). Without objection, immediate effect was recommended. The Chair brought up the (S-1) version of HB 4051 that was adopted during the September 5, 2019 committee meeting. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4051: Brad Bauer, Appriss – Support Justin Fisher, Michigan Psychiatric Society – Support The Chair entertained a motion by Sen. Hertel to report the (S-1) version of HB 4051 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, LaSata, MacDonald, Brinks, Hertel, and Wojno Nays: Sen. Johnson Pass: Sen.(s) Theis and Santana The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4051 (S-1). Without objection, immediate effect was recommended. The Chair invited Rep. Kahle to summarize HB 4412. The Chair entertained a motion by Sen. Johnson to adopt the (S-1) version of SB 460. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited Sen. Nesbitt to summarize SB 460. At 1:27 p.m., Sen. Wojno left the meeting and did not return.
