BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES September 12, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, September 12, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding SB 276 (S-1) (Sen. Barrett). 2. Testimony regarding SB 277 (Sen. Chang). The Chairman called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad and Chang, a quorum was present. The Chairman entertained a motion by Sen. VanderWall to adopt the meeting minutes from September 5, 2019. Without objection, the minutes were adopted. The Chairman invited Sen.(s) Barrett and Chang to summarize SB 276 and SB 277, the (S-1) version of SB 276 and two proposed amendments to SB 277. Sen. Barrett offered an (S-1) version of SB 276. The Chairman entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 276. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed and the (S-1) was adopted. Sen. Barrett offered two amendments to SB 277. The Chairman entertained a motion by Sen. VanderWall to adopt amendment #1 to SB 277. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed and the amendment was adopted. The Chairman entertained a motion by Sen. VanderWall to adopt amendment #2 to SB 277. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin Nays: None The motion prevailed and the amendment was adopted. The Chairman invited the following individuals to present testimony regarding SB 276 and SB 277: LeDura Watkins, Citizen – Support Darrell Siggers, Citizen – Support Megan Richardson, University of Michigan Innocence Clinic – Support Marla Mitchell-Cichon, Western Michigan University–Cooley Law School Innocence Project – Support Captain Beth Clark, Michigan State Police – Oppose The cards were read of those individuals not wishing to testify before the committee regarding SB 276 and SB 277: Robert Stevenson, Michigan Association Chiefs of Police – Oppose Blaine Koops, Michigan Sheriffs Association – Oppose David Guenther, Mackinac Center for Public Policy – Support Anne Patnaude, Americans for Prosperity – Support Beth Powers, Innocence Project – Support JoAnn Davenport, Citizen – Support Merissa Kovach, American Civil Liberties Union – Support Tom Hickson, Michigan Catholic Conference – Support Due to time constrains, the following individual were unable to present testimony regarding SB 276 and SB 277: Mr. Jeff Nye, Michigan State Police – Oppose Bob Koteles, Oakland County Sheriff's Office – Oppose Due to senate session, the Chairman moved to adjourn the meeting.
