BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES October 3, 2019 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, October 3, 2019, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 170 (Sen. McBroom). 2. Reported HB 4412 (S-1) (Rep. Kahle) with recommendation and immediate effect. 3. Testimony regarding HB 4223 (Rep. VanSingel). 4. Reported SR 80 (Sen. Santana) with recommendation. The Chair called the meeting to order at 1:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from September 12, 2019. Without objection, the minutes were adopted. The Chair invited Sen. McBroom to summarize SB 170. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 170: Christine Shearer, Michigan Association of Health Plans – Support Larry Wagenknecht, Michigan Pharmacists Association – Support The Chair offered, and summarized, an (S-1) version to HB 4412. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4412: Larry Wagenknecht, Michigan Pharmacists Association – Support Page 1 of 3 Christine Shearer, Michigan Association of Health Plans – Support The Chair entertained a motion by Sen. Johnson to adopt the (S-1) version of HB 4412. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Brinks to report the (S-1) version of HB 4412 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4412 (S-1). Without objection, immediate effect was recommended. The Chair invited Sen. Santana to summarize SR 80. The Chair invited the following individuals to present testimony regarding SR 80: Dr. Wanda Whitten-Shurney, Sickle Cell Disease Association of America - Michigan Chapter – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SR 80: John Johnson, Jr., Michigan Legislative Black Caucus – Support Heidi Wagner, Global Blood Therapeutics, Inc. – Support The Chair invited Rob Winkelman, of Rep. VanSingel's office, to summarize HB 4223. There being no further business before the committee, the Chair moved to adjourn the committee.
