BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES October 3, 2019 A meeting of the Senate Committee on Local Government was scheduled for Thursday, October 3, 2019, at 1:30 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding SB 504 (Sen. McBroom). 2. Testimony regarding SB 505 (Sen. McBroom). 3. Testimony regarding HB 4209 (Rep. Slagh). 4. Testimony regarding HB 4408 (S-1) (Rep. Miller). The Chairman called the meeting to order at 1:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Zorn, Sen.(s) Johnson, Daley, Alexander, and Moss; a quorum was present. The Chairman entertained a motion by Sen. Alexander to adopt the meeting minutes from June 6, 2019. Without objection, the minutes were adopted. The Chairman invited Sen. McBroom to summarize SB's 504-505. The Chairman invited the following individuals to present testimony regarding SB's 504-505: Jim Storey, Allegan County, Michigan – Support Meghann Keit, Michigan Association of Counties – Support The cards were read of those individuals not wishing to testify before the committee regarding SB's 504-505: Andrew Vermeesch, Michigan Farm Bureau – Support The Chairman invited Rep. Slagh to summarize HB 4209. The cards were read of those individuals not wishing to testify before the committee regarding HB 4209: Rachel Richards, Michigan Department of Treasury – Support Judy Allen, Michigan Townships Association – Support Chris Hackbarth, Michigan Municipal League – Support The Chairman offered (S-1) to HB 4408 and invited Rep. Miller to summarize the (S-1) version of HB 4408. Page 1 of 2 The Chairman entertained a motion by Sen. Daley to adopt the (S-1) version of HB 4408. The vote was as follows: Yeas: Chairman Zorn, Sen.(s) Johnson, Daley, Alexander, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The cards were read of those individuals not wishing to testify before the committee regarding HB 4408: Rachel Richards, Michigan Department of Treasury – Neutral Jen Rigterink, Michigan Municipal League – Support Judy Allen, Michigan Townships Association - Support There being no further business before the committee, the Chairman moved to adjourn the committee.
