BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES October 16, 2019 A meeting of the Senate Committee on Finance was scheduled for Wednesday, October 16, 2019, at 12:30 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported HB 4069 (Rep. Kahle) with recommendation and immediate effect. 2. Reported HB 4465 (Rep. Rabhi) with recommendation and immediate effect. The Chair called the meeting to order at 12:31 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from September 5, 2019. Without objection, the minutes were adopted. The Chair summarized HB 4069 (Rep. Kahle) and HB 4465 (Rep. Rabhi). The following cards were read of those individuals not wishing to present testimony regarding HB 4069 and HB 4465: Amy Taylor, Michigan Realtors – support Dave Worthams, Michigan Bankers Association – support Alia Phillips, Michigan League of Conservation Voters – support Charlotte Jameson, Michigan Environmental Council – support Steve Murphy, Power Home Solar – support Laura Sherman, Michigan Energy Innovation Business Council – support Paul Connors, Michigan Treasury – support Ed Rivet, Michigan Conservation Energy Forum - support The Chair entertained a motion by Sen. Daley to report HB 4069 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4069. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Chang to report HB 4465 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4465. Without objection, immediate effect was recommended.
