BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 **DRAFT** COMMITTEE MEETING MINUTES October 16, 2019 A meeting of the Senate Committee on Insurance and Banking was scheduled for Wednesday, October 16, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4044 (Rep. Hoitenga). 2. Testimony regarding SB 172 (Sen. Stamas). 3. Adopted (S-1) Substitute to SB 415 (Sen. Nesbitt). The Chair called the meeting to order at 8:33 a.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Barrett, Horn, Geiss, Bullock and McMorrow, a quorum was present. At 8:34 a.m., the Chair recessed the committee. At 8:36 a.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Horn to adopt the meeting minutes from June 19, 2019. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4044: Ryan Burtka, Michigan Association of Health Underwriters – Neutral Robert Kosowski, Michigan Association of Insurance Agents – Neutral Tricia Kinley, Insurance Association of Michigan – Neutral Karin Gyger, Michigan Department of Insurance and Financial Services – Neutral Marcia Hune, Life Insurance Association of Michigan – Support The Chair invited the following individuals to present testimony regarding SB 172: Jeff Junkas, American Property Casualty Insurance Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 172: Mark Ashley, Delta Dental – Support Tim Ward, State Farm Insurance – Support Tricia Kinley, Insurance Association of Michigan – Support Page 1 of 2 Marcia Hune, Life Insurance Association of Michigan – Support The Chair invited the following individuals to present testimony regarding SB 415: Kristina Araya, Comdata Inc. – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 415: David Worthams, Michigan Bankers Association – Support The Chair entertained a motion by Sen. Lauwers to adopt the (S-1) version of SB 415. The vote was as follows: Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the (S-1) was adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Daley was excused from the meeting.
