BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES October 17, 2019 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, October 17, 2019, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4710 (Rep. Kahle). 2. Reported HB 4223 (Rep. VanSingel) with recommendation and immediate effect. 3. Testimony regarding HB 4451 (Rep. Calley). The Chair called the meeting to order at 1:05 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, and Santana, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from October 16, 2019. Without objection, the minutes were adopted. The Chair invited Tara Rodriguez, of Rep. Kahle's office, to answer questions regarding HB 4710. At 1:07 p.m., the Chair recessed the committee. At 1:09 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Bizon to report HB 4223 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, LaSata, MacDonald, Brinks, Hertel, and Santana Nays: Sen.(s) Johnson and Theis The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for HB 4223. Without objection, immediate effect was recommended. The Chair invited Meghan Mott, of Rep. Calley's office, to summarize HB 4451. The Chair invited the following individuals to present testimony regarding HB 4451: Dr. Theresa Cooney, The Michigan Society of Eye Physicians and Surgeons – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4451: Jeff Towns, Michigan Optometric Association – Support The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Wojno was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
