BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 **DRAFT** COMMITTEE MEETING MINUTES October 22, 2019 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, October 22, 2019, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 0324 (Sen. Daley). 2. Testimony regarding SB 0369 (Sen. Lucido). 3. Testimony regarding HB 4959, HB 4960 and HB 4961 (Rep. Hauck, Rep. Warren and Rep. Griffin). The Chair called the meeting to order at 3:00 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sens. Theis, Johnson, Lauwers, Moss, Polehanki and Wojno, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sens. VanderWall and Zorn were excused from the meeting. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from October 15, 2019. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 324: Dale Kerbyson, City of Lapeer – Support Sen. Kevin Daley – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 324: Chris Hackbarth, Michigan Municipal League – Support The Chair invited the following individuals to present testimony regarding SB 369: Mark Aubrey, Michigan Pawn Association – Support Sen. Peter Lucido – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 369: Berton Brown, City of Flint – Support The Chair invited the following individuals to present testimony regarding HB 4960 and HB 4961: Page 1 of 2 Scott Corbitt, Anheuser Busch – Opposition The Chair invited the following individuals to present testimony regarding HB 4959, HB 4960 and HB 4961: Spencer Nevins, Michigan Beer and Wine Wholesalers Association – Support The Chair invited the following individuals to present testimony regarding HB 4959, HB 4960 and HB 4961: Julie Wendt, Liquor Control Commission – Neutral Scott Faustyn, Wine Institute – Opposition Jessica Randall, The office of Rep. Rebekah Warren – Support Madeline Watts, The office of Rep. Beth Griffin – Support The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from October 15, 2019. Without objection, the minutes were adopted. There being no further business before the committee, the Chair moved to adjourn the committee.
