BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES October 23, 2019 A meeting of the Senate Committee on Insurance and Banking was scheduled for Wednesday, October 23, 2019, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4226 (Rep. Ryan Berman) with recommendation and immediate effect. 2. Reported HB 4044 (Rep. Michele Hoitenga) with recommendation and immediate effect. 3. Reported SB 172 (Sen. Stamas) with recommendation and immediate effect. 4. Reported SB 415 (S-1) ( Nesbitt) with recommendation and immediate effect. The Chair called the meeting to order at 9:02 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock and McMorrow, a quorum was present. The Chair entertained a motion by Sen. Lauwers to adopt the meeting minutes from October 16, 2019. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4226: Brian Westrin, Michigan Realtors Association – Support The Chair entertained a motion by Sen. Daley to report HB 4226 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4226. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Horn to report HB 4044 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4044. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Barrett to report SB 172 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 172. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Nesbitt to report the (S-1) version of SB 415 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 415. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
