BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES October 24, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, October 24, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding HB 4102 (Rep. Marino). 2.Testimony regarding HB 4103 (Rep. Guerra). 3. Testimony regarding HB 4104 (Rep. LaFave). 4. Testimony regarding HB 4105 (Rep. Berman). 5. Testimony regarding HB 4106 (Rep. Wittenberg). 6. Testimony regarding HB 4107 (Rep. Farrington). 7. Testimony regarding HB 4031 (Rep. Brann). 8. Testimony regarding HB 4032 (Rep. Brann). 9. Testimony regarding SB 253 (Sen. Lucido). 10. Reported HB 4306 (Rep. Cole) with recommendation and immediate effect. The Chair called the meeting to order at 8:33 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 10, 2019. Without objection, the minutes were adopted. The Chair invited Rep. Brann, and Kyle Kaminski, Michigan Department of Corrections Legislative Liaison, to summarize HB 4031 and HB 4032. The Chair invited Rep. Marino to summarize HB's 4102-4107, commonly known as the 'cryptocurrency package'. The Chair invited the following individuals to present testimony regarding HB 4104: Jody White, Citizen – no position listed Victoria McCassey, Citizen – No position listed The cards were read of those individuals not wishing to present testimony regarding HB's 4102-4107: Brandon Lanyon, Prosecuting Attorneys Association of Michigan – Support Sgt. Chris Gerard, Michigan State Police - Neutral The Chair summarized SB 253 and invited Brian Westrin of the Michigan Realtors to present testimony. The Chair brought up HB 4306 (Rep. Cole) which received testimony during the June 13, 2019 committee hearing. The Chair invited the following individuals to present testimony regarding HB 4306: Lisa McGraw, Michigan Press Association - Support Brad Thompson, Detroit Legal News - Support The Chair entertained a motion by Sen. VanderWall to report HB 4306 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad and Chang Nays: Sen. Irwin The motion prevailed and the bill was reported. The Chairman moved recommend immediate effect for HB 4306. Without objection, immediate effect was recommended.
