BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES October 24, 2019 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, October 24, 2019, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 492 (S-2) (Sen. Horn) with recommendation and immediate effect. 2. Reported SB 384 (Sen. Geiss) with recommendation and immediate effect. 3. Reported SB 385 (Sen. Barrett) with recommendation and immediate effect. The Chair called the meeting to order at 12:00 a.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Lauwers, Schmidt, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the (S-2) version of SB 492. The vote was as follows: Yeas: Chair Horn, Sens. VanderWall, MacGregor, Lauwers, Schmidt, McMorrow, Geiss, Moss. Nays: None Pass: Sen. Theis. The motion prevailed and the (S-2) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 492: Todd Tennis, AFT-MI – Oppose Jessica Sattler, City of Tecumseh – Support Savina Mucci, Michigan Realtors – Support Jim McBryde, Middle Michigan Development Corp. – Support Dan Casey, E.D.A. of St. Clair County – Support Jon Cool, Michigan Railroads Association – Support David Worthams, Michigan Bankers Association – Support Delaney McKinley, Michigan Manufacturers Association – Support The Chair entertained a motion by Sen. Schmidt to report the (S-2) version of SB 492 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Schmidt, Geiss, Moss. Nays: Sen.(s) Theis, Lauwers. Pass: Sen. McMorrow. The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for SB 492. Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 384 and SB 385: Bruce Morris, Ticket Network - Oppose The Chair entertained a motion by Sen. Geiss to report SB 384 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) Theis, Lauwers, McMorrow, Geiss, Moss. Nays: None Pass: Sen.(s) VanderWall, Schmidt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 384. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Theis to report SB 385 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sens. Theis, Lauwers, McMorrow, Geiss, Moss. Nays: None Pass: Sen.(s) VanderWall, Schmidt. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 385. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
