BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3760 FAX: (517) 373-8661 COMMITTEE MEETING MINUTES October 29, 2019 A meeting of the Senate Committee on Environmental Quality was scheduled for Tuesday, October 29, 2019, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4389 (Rep. Allor) with recommendation and immediate effect. 2. Reported HB 4390 (Rep. Yaroch) with recommendation and immediate effect. 3. Reported HB 4391 (S-1) (Rep. Yaroch) with recommendation and immediate effect. The Chair called the meeting to order at 1:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, Bayer, and Brinks, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from October 22, 2019. Without objection, the minutes were adopted. The Chair offered an Outman amendment to HB 4391. The Chair invited Rep. Yaroch to summarize the Outman amendment to HB 4391. The Chair invited Travis, of the Michigan Department of Environment, Great Lakes and Energy, to answer questions regarding HB 4389 - HB 4391. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4389: Meghann Keit, Michigan Association of Counties – Support Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4390 and HB 4391: Stephanie Johnson, Michigan Association of Fire Chiefs – Neutral The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4389, HB 4390 and HB 4391: Mike Spence, Southeast Michigan Council of Governments – Support The Chair entertained a motion by Sen. Daley to report HB 4389 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, Bayer, and Brinks Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4389. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Johnson to report HB 4390 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, Bayer, and Brinks Nays: Sen. VanderWall The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4390. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Daley to adopt the Outman amendment to HB 4391. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, Bayer, and Brinks Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Daley to report HB 4391, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, Bayer, and Brinks Nays: Sen. VanderWall The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4391 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
