BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1777 FAX: (517) 373-5871 COMMITTEE MEETING MINUTES October 31, 2019 A meeting of the Senate Committee on Agriculture was scheduled for Thursday, October 31, 2019, at 8:30 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 419 (S-1) (Sen. Lucido). The Chair called the meeting to order at 8:34 a.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Daley, Sen.(s) Victory, Lauwers and Polehanki, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Ananich was excused from the meeting. The Chair made a motion to adopt the meeting minutes from October 17, 2019. Without objection, the minutes were adopted. At 8:37 a.m., the Chair recessed the committee. At 8:40 a.m., the Chair reconvened the committee. The Chair offered (S-1) to SB 419 and invited Senator Lucido to summarize SB 419 (S-1). The Chair entertained a motion by Sen. Victory to adopt the (S-1) version of SB 419. The vote was as follows: Yeas: Chair Daley, Sen.(s) Victory, Lauwers, Polehanki. Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB 419 and (S-1): Senator Pete Lucido, Michigan Senate – Support Jillian Kane, Macomb County Animal Control – Neutral Karen Mouradjian, MI House Rabbit Friends and Rabbit Shelter – Support Jennifer Clark, American Kennel Club – No Position Jayne Szymanski, Rescuer/Attorney – Support Anne Heir, Michigan Assoc. for Pure Bred Dogs – Support Deborah Schutt, Michigan Pet Fund Alliance – Support Page 1 of 2 Nathan Kark and Dr. Jerald Goodrich, Michigan Dept of Agriculture and Rural Development – Opposed Derek Miller, Macomb County Prosecutors Office – Support Celeste Dunn, Attorney – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 419 and (S-1): Matt Breslin, Michigan Veterinary Medical Association – Neutral Rusty Merchant, Citizens for Responsible Pet Owership – Support Lauren Saper, Humane Society of Huron Valley – Support Pam Sordyl, Puppy Mill Awareness of SE Michigan – Support Robert Fisher, Ann Griffin, Michigan Humane Society – Support Courtney Sanders, Paws for Life Animal Rescue – Opposed Richard Angelo, Best Friends Animal Society – Opposed There being no further business before the committee, the Chair moved to adjourn the committee.
