BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES October 31, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, October 31, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding SB 316 (Sen. MacDonald). 2. Testimony regarding SB 317 (Sen. Wojno). 3. Testimony regarding SB 352 (Sen. Lucido). 4. Testimony regarding SB 429 (Sen. Lucido). 5. Testimony regarding HB 4102 (Rep. Marino). 6. Testimony regarding HB 4103 (Rep. Guerra). 7. Testimony regarding HB 4104 (Rep. LaFave). 8. Testimony regarding HB 4105 (Rep. Berman). 9. Testimony regarding HB 4106 (Rep. Wittenberg). 10. Testimony regarding HB 4107 (Rep. Farrington). 11. Testimony regarding HB 4031 (Rep. Brann). 12. Testimony regarding HB 4032 (Rep. Brann). 13. Testimony regarding SB 253 (Sen. Lucido). The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 24, 2019. Without objection, the minutes were adopted. At 8:35 a.m., the Chair left the meeting to present testimony in another committee. Vice Chair VanderWall invited Sen.(s) MacDonald and Wojno, and Derek Smith with the Office of the Macomb County Prosecutor to summarize SB's 316 and 317. The Vice Chair invited the following individual to present testimony regarding SB's 316 and 317: Beatrice M. Friedlander, Attorneys for Animals – Support The Vice Chair read the cards of those individuals not wishing to testify before the committee regarding SB's 316 and 317: Beatrice M. Friedlander, State Bar of Michigan Animal Law Section – Support Sgt. Nicole McGhee, Michigan State Police - Support At 8:55 a.m. the Chair entered the meeting. The Chair summarized SB's 352 and 429. Member questions followed. The Chair invited the following individuals to present testimony regarding SB's 352 and 429: Beatrice M. Friedlander, Attorneys for Animals – Support Colin Parks, Child Protective Services Manager, MI Department of Health & Human Services - Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 352: Beatrice M. Friedlander, State Bar of Michigan, Animal law Section - Support Vicki Deisner, Animal Welfare Institute – Support Bob DeVries, Michigan Humane Society – Support Anne Hier, Michigan Association for Purebred Dogs and Herself – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 429: Sgt.
