BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES November 6, 2019 A meeting of the Senate Committee on Insurance and Banking was scheduled for Wednesday, November 6, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5084 (Rep. Diana Farrington) with recommendation and immediate effect. 2. Testimony regarding SB 570, SB 571, SB 572 and SB 573 (Sen. Theis, Sen. Theis, Sen. Hertel and Sen. Hertel). 3. Testimony regarding SB 570 and SB 572 (Sen. Theis and Sen. Hertel). The Chair called the meeting to order at 8:31 a.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock and McMorrow, a quorum was present. The Chair entertained a motion by Sen. Lauwers to adopt the meeting minutes from October 30, 2019. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 5084: Rep. Diana Farrington – Support Audrey Acquisti, Michigan Mortgage Lenders Association – Support Karin Gyger and Mark Weigold, Michigan Department of Insurance and Financial Services – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5084: Dave Worthams, Michigan Bankers Association – Support Haleigh Krombeen, Michigan Credit Union League – Support The Chair entertained a motion by Sen. LaSata to report HB 5084 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sens. Lauwers, LaSata, Nesbitt, Daley, Barrett, Horn, Geiss, Bullock, McMorrow. Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for HB 5084. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 570, SB 571, SB 572 and SB 573: Dr. Tom George and Jack Dillon, Michigan Society of Anesthesiologists – Opposition Gabe Basso, Blue Cross Blue Shield of Michigan – Support The Chair invited the following individuals to present testimony regarding SB 570 and SB 572: Dr. Jim Richard, Michigan Society of Pathologists – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 570, SB 571, SB 572 and SB 573: Wendy Block, Michigan Chamber of Commerce – Support Christin Nohner, Michigan State Medical Society – Opposition Bret Jackson, Economic Alliance for Michigan – Support There being no further business before the committee, the Chair moved to adjourn the committee.
