The agenda summary is as follows: 1. Reported SB 515 (S-1) (Sen. Barrett) with recommendation and immediate effect. 2. Reported SB 516 (S-1) (Sen. Barrett) with recommendation and immediate effect. 3. Reported SB 517 (S-1) (Sen. Bizon) with recommendation. 4. Reported SB 520 (S-1) (Sen. Outman) with recommendation. 5. Testimony regarding SB 518 (Sen. Runestad). 6. Testimony regarding SB 519 (Sen. MacDonald). The Chair called the meeting to order at 12:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from October 30, 2019. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-1) version to SB 515. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 515 (S- 1): John LaMacchia, Michigan Municipal League – Neutral Page 1 of 4 Troy Hagon, Michigan Department of Transportation – Neutral The Chair made a motion to adopt the (S-1) version of SB 515. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 515 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 515 (S-1). Without objection, immediate effect was recommended. The Chair offered, and summarized, the Barrett amendment to SB 516. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 516: Troy Hagon, Michigan Department of Transportation – Neutral Deena Bosworth, Michigan Association of Counties – Support John LaMacchia, Michigan Municipal League – Oppose The Chair made a motion to adopt the Barrett amendment #1 to SB 516. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. LaSata to report SB 516, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, and Bullock Nays: None Pass: Sen. Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 516 (S-1). Without objection, immediate effect was recommended. The Chair offered and (S-1) version to SB 517.
