At that time, the following members were present: Chair Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from October 31, 2019. Without objection, the minutes were adopted. The Chair invited Sen. LaSata to summarize SB 321. The Chair invited the following individuals to present testimony regarding SB 321: Page 1 of 5 Undersheriff Chuck Heit, Chief Judge Gary Bruce, and Rick Lull, Berrien County – Support Robert Stevenson, Michigan Association of Chiefs of Police – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 321: Blaine Koops, Michigan Sheriffs' Association – Support Kyle Kaminski, Michigan Department of Corrections – Support Sergeant Nicole McGhee, Michigan State Police – Support Brandon Lanyon, Prosecuting Attorneys Association of Michigan – Support The Chair entertained a motion by Sen. VanderWall to report SB 321 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Chang, and Irwin Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 321. Without objection, immediate effect was recommended. Sen. Runestad offered a Runestad amendment to SB 316. The Chair invited Sen.
