BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 COMMITTEE MEETING MINUTES December 3, 2019 A meeting of the Senate Committee on Education and Career Readiness was scheduled for Tuesday, December 3, 2019, at 12:00 noon, in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 600 (S-2) (Sen. Bumstead) with recommendation and immediate effect. 2. Reported SB 601 (Sen. Bumstead) with recommendation and immediate effect. 3. Reported SB 171 (Sen. Stamas) with recommendation and immediate effect. 4. Testimony regarding SB 650 (Sen. Theis). 5. Testimony regarding SB 651 (Sen. Moss). The Chair called the meeting to order at 12:05 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Theis, Sen.(s) Bumstead, Runestad, Daley, Polehanki, and Geiss, a quorum was present. The Chair entertained a motion by Sen. Bumstead to adopt the meeting minutes from November 12, 2019. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 600: Mary Ellen Vrbanac-Detwiler, Citizen – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 600 and SB 601: Jeff Wiggins, Associated Builders and Contractors – Support Rebecca Park, Michigan Farm Bureau – Support Career Education Planning District Administration Council, State Career Tech Leaders – Support Alex Morris, Michigan Bankers – Support John Dulmes, Michigan Chemistry Council – Support Page 1 of 3 Sen. Bumstead offered an (S-2) substitute to SB 600. The Chair entertained a motion by Sen. Bumstead to adopt the (S-2) version of SB 600. The vote was as follows: Yeas: Chair Theis, Sen.(s) Bumstead, Runestad, Daley, Polehanki, and Geiss Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bumstead to report the (S-2) version of SB 600 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Bumstead, Runestad, and Daley Nays: Sen.(s) Polehanki and Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 600 (S-2). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Bumstead to report SB 601 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Bumstead, Runestad, and Daley Nays: Sen.(s) Polehanki and Geiss The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 601. Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 171: John Dulmes, Michigan Chemistry Council – Support Jeff Wiggins, Associated Builders and Contractors – Support Wendy Block, Michigan Chamber – Support Rebecca Park, Michigan Farm Bureau – Support The Chair entertained a motion by Sen. Bumstead to report SB 171 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Theis, Sen.(s) Bumstead, Runestad, Daley, Polehanki, and Geiss Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 171. Without objection, immediate effect was recommended. Page 2 of 3 The Chair invited the following individuals to present testimony regarding SB 650 and SB 651: Greg Harp, Graduation Alliance – Support The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Horn was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
