BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES December 11, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Wednesday, December 11, 2019, at 8:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 420 (Sen. Lucido) with recommendation and immediate effect. 2. Reported SB 533 (Sen. Lucido) with recommendation and immediate effect. 3. Reported HB 4126 (S-2) (Rep. Albert) with recommendation and immediate effect. 4. Reported HB 4127 (S-2) (Rep. Rendon) with recommendation and immediate effect. 5. Testimony regarding SB 68 (Sen. Wojno). 6. Testimony regarding SB 69 (Sen. Wojno). 7. Testimony regarding HB 5117 (Rep. Bolden). 8. Testimony regarding HB 5118 (Rep. Calley) The Chair called the meeting to order at 8:08 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen.(s) VanderWall, Barrett, Runestad and Chang, a quorum was present. The Chair moved to excuse absent members from the meeting. Without objection Sen.(s) Johnson and Irwin were excused from the meeting. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from December 5, 2019. Without objection, the minutes were adopted. The Chair brought up SB 420. The Chair entertained a motion by Sen. Barrett to report SB 420 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen.(s) VanderWall, Barrett, Runestad and Chang Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 420. Without objection, immediate effect was recommended. The Chair brought up SB 533. The Chair entertained a motion by Sen. VanderWall to report SB 533 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen.(s) VanderWall, Barrett, Runestad and Chang Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 533. Without objection, immediate effect was recommended. The Chair brought up HB 4126 (S-2) and HB 4127 (S-2). The Chair entertained a motion by Sen. Barrett to report HB 4126 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen.(s) Barrett, Runestad and Chang Nays: Sen. VanderWall The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4126. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Barrett to report HB 4127 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen.(s) Barrett, Runestad and Chang Nays: Sen. VanderWall The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4127. Without objection, immediate effect was recommended. At 8:15 a.m., Sen. Johnson entered the meeting. The Chair invited Sen. Wojno and Rep. Albert to summarize SB's 68-69, and HB's 5117- 5118.
