BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 ** DRAFT ** COMMITTEE MEETING MINUTES December 11, 2019 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, December 11, 2019, at 9:00 a.m., in the Harry T. Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported HB 4156 (Rep. Vaupel) with recommendation and immediate effect. 2. Adopted Legislative Initiated Transfer Request. 3. Disapproved the Michigan Department of Agriculture and Rural Development's Technical Assistance for Dairy and Cattle Producers in the Modified Accredited Zone, with the estimated work project amount of $200,000. The Chairman called the meeting to order at 9:05 a.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer, a quorum was present. The Chairman moved, supported by Sen. Bumstead, to adopt the committee meeting minutes from November 6, 2019. Without objection, the minutes were adopted. The Chairman placed HB 4156 (Rep. Vaupel) on the committee's agenda. The Chairman read the cards of those individuals not wishing to testify regarding HB 4146. Emily Schwarzkopf, DHHS – Neutral The Chairman entertained a motion from Sen. Bumstead, supported by Sen. MacGregor, to report HB 4156 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The Chairman entertained a motion from Sen. Barrett, supported by Sen. Bizon, to recommend immediate effect for HB 4156. Without objection, immediate effect was recommended. Next, the Chairman invited Senate Fiscal Agency Director, Chris Harkins, to summarize the Legislative Initiated Transfer Request. The Chairman entertained a motion from Sen. MacGregor, supported by Sen. Victory, to adopt the Legislative Initiated Transfer Request. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt and Victory Page 1 of 2 Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann and Bayer The Legislative Initiated Transfer Request was adopted. Next, the Chairman made a motion, supported by the Victory, to disapproved the Michigan Department of Agriculture and Rural Development's Technical Assistance for Dairy and Cattle Producers in the Modified Accredited Zone, with the estimated work project amount of $200,000.
