BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES January 14, 2020 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, January 14, 2020, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 518 (S-2) (Sen. Runestad) with recommendation and immediate effect. 2. Reported SB 519 (S-1) (Sen. MacDonald) with recommendation and immediate effect. 3. Reported SB 522 (S-2) (Sen. Zorn) with recommendation and immediate effect. 4. Testimony regarding SB 6 (S-1) (Sen. Lucido). The Chair called the meeting to order at 9:05 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock, a quorum was present. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hollier was excused from the meeting. The Chair entertained a motion by Sen. LaSata to adopt the meeting minutes from December 4, 2019. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-2) version of SB 518 and an (S-1) version of SB 519. The Chair invited the following individuals to present testimony regarding SB 518 (S-2) and SB 519 (S-1): Troy Hagon, Eric Mullen, and Heidi Phaneut, Michigan Department of Transportation – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 518 and SB 519: Page 1 of 3 Lance Binoniemi, Michigan Infrastructure and Transportation Association – Oppose Ed Noyola, Michigan County Road Association – Support Steve Claywell, Michigan Building Trades – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 518: Michael Spence, Southeast Michigan Council of Governments – Neutral The Chair entertained a motion by Sen. LaSata to adopt the (S-2) version of SB 518. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-2) version of SB 518 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, and Lauwers Nays: Sen.(s) Geiss and Bullock The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 518 (S-2). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Outman to adopt the (S-1) version of SB 519. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. LaSata to report the (S-1) version of SB 519 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, and Lauwers Nays: Sen.(s) Geiss and Bullock The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 519 (S-1). Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-2) version of SB 522. The Chair invited the following individuals to present testimony regarding SB 522 (S-2): Troy Hagon and Larry Doyle, Michigan Department of Transportation – Oppose The Chair entertained a motion by Sen. LaSata to adopt the (S-2) version of SB 522. The vote was as follows: Page 2 of 3 Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Victory to report the (S-2) version of SB 522 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, and Lauwers Nays: Sen.(s) Geiss and Bullock The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 522 (S-2). Without objection, immediate effect was recommended. The Chair offered an (S-1) version to SB 6. The Chair made a motion to adopt the (S-1) version of SB 6. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, and Bullock Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited Sen. Lucido to summarize the (S-1) version of SB 6. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 6: Blaine Koops, Michigan Sheriff's Association – Oppose Due to time constraints, SB 454 was not taken up during the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
