BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 **DRAFT** COMMITTEE MEETING MINUTES January 14, 2020 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, January 14, 2020, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 711 (Sen. Bumstead). 2. Reported HB 4620 (Rep. Iden) with recommendation and immediate effect. 3. Reported HB 4621 (Rep. O'Malley) with recommendation and immediate effect. The Chair called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from December 10, 2019. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 711: Jason Murray, La Colombe – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 711: Andrew Doerr, Molson Coors – Support Brett Visner, Michigan Beer and Wine Wholesalers Association – Support Scott Graham, Michigan Brewers Guild – Neutral Kerry Krone, Michigan Liquor Control Commission – Neutral Scott Ellis and Mason Doerr, MLBA – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4620 and HB 4621: Jon O' Connor, Michigan Craft Distillers Association – Support Kerry Krone, Michigan Liquor Control Commission – Support Brendan Ringlever, Michigan Spirits Association – Support Page 1 of 2 The Chair entertained a motion by Sen. Moss to report HB 4620 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4620. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Moss to report HB 4621 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4621. Without objection, immediate effect was recommended.
