BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES January 21, 2020 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, January 21, 2020, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 711 (Sen. Bumstead) with recommendation and immediate effect. 2. Reported SCR 18 (Sen. Nesbitt) with recommendation. 3. Testimony regarding SB 696 (Sen. Outman). 4. Testimony regarding SB 659 (Sen. MacGregor). The Chair called the meeting to order at 3:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from January 14, 2020. Without objection the minutes were adopted. The Chair entertained a motion by Sen. Johnson to report SB 711 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 711. Without objection, immediate effect was recommended. The Chair invited Sen. MacGregor to summarize SB 659. The Chair invited the following individuals to present testimony regarding SB 659: Kelly Herb, Michigan Independent Auto Dealers Association – Support Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 696: Sen. Rick Outman – Support Jodie Brigham Nowak – Support The Chair summarized SCR 18. The Chair invited the following individuals to present testimony regarding SCR 18: Brian Calley, Small Business Association of Michigan – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SCR 18: Todd Tennis, United Food and Commercial Workers Union – Oppose Jeff Wiggins, ABC of Michigan – Support Wendy Block, Michigan Chamber of Commerce – Support David Guenthner, Mackinac Center – Support Andy Johnston, Grand Rapids Chamber – Support Tony Daunt, Michigan Freedom Fund – Support Bill Black, Michigan Teamsters Joint Council 43 – Oppose Ryan Sebolt, Michigan AFL-CIO – Oppose The Chair entertained a motion by Sen. Theis to report SCR 18 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, and Zorn. Nays: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the concurrent resolution was reported. The Chair invited the following individuals to present testimony regarding SCR 18: Stephen Linder, Michigan Cannabis Manufacturers Association – Support Sandra McCormick, Great Lakes Cannabis Chamber of Commerce – Support Tim Greimel, AFSCME Council 25 – Oppose Geoffrey Lawrence, Reason Foundation – No Position Charles Owens, National Federation of Independent Business – Support The Chair invited the following individuals to present testimony regarding SB 696: Rep.
