BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, November 13, 2025 11:00 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Absent: None. Excused: None. Representative DeBoer moved to adopt the meeting minutes from November 06, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4809 before the committee: HB 4809 (Rep. Posthumus) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending the title and section 219 (MCL 257.219), the title as amended by 2016 PA 32 and section 219 as amended by 2018 PA 74, and by adding sections 820a and 820b. Representative Posthumus and Randy Spader, representing the Detroit International Bridge Company, testified in support of HB 4809. Questions and discussions followed. The following person submitted a card in support of HB 4809, but did not wish to speak: Graham Filler, representing the Truck Renting and Leasing Association. The Chair laid HB 4892 before the committee: HB 4892 (Rep. Frisbie) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 724 and 728 (MCL 339.724 and 339.728), as amended by 2018 PA 81. Neyer) A bill to repeal 1964 PA 158, entitled "An act to provide for the licensing of wholesale potato dealers; to prescribe certain powers and duties for certain state agencies; to require certain types of financial security for certain persons under certain circumstances, and to prescribe the procedure for its enforcement; to provide remedies and penalties for violations of the act; and to repeal certain acts and parts of acts," (MCL 290.451 to 290.466). Representative Posthumus moved to report out HB 4882 with recommendation. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Nays: None. Pass: None. The Chair laid HB 4915 before the committee: HB 4915 (Rep. Maddock) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 16149. Representative DeBoer moved to report out HB 4915 with recommendation. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus and DeBoer. Nays: Reps. Witwer, Liberati and Herzberg. Pass: None. At 11:19 AM, the Chair laid the committee at ease. At 11:28 AM, the Chair called the committee back to order. The Chair laid HB 4933 before the committee: HB 4933 (Rep. Steele) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 303a and 411 (MCL 339.303a and 339.411), section 303a as amended by 2014 PA 265 and section 411 as amended by 2020 PA 388; and to repeal acts and parts of acts. Representative Steele, testified in support of HB 4933. Questions and discussions followed. There being no further business before the committee, Chair Schuette adjourned the meeting at 11:31 AM.
