- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, December 9, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Absent: Rep. Wooden. Excused: Rep. Wooden. Representative Hoadley moved to adopt the meeting minutes from November 04, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5091 before the committee: HB 5091 (Rep. Steele) A bill to amend 2023 PA 281, entitled "Public officers financial disclosure act," by amending section 3 (MCL 15.703), as amended by 2025 PA 3. Representative Steele testified in support of HB 5091. Questions and discussions followed. Charles Semchena, representing the former Attorney for the City of Royal Oak, testified in support of HB 5091. The following person submitted a card in support of HB 4720, HB 5091, HB 5197 and HB 5198, but did not wish to speak: Sheree Ritchie, representing Pure Integrity Michigan Elections. The Chair laid HB 4720 before the committee: HB 4720 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 795 and 795a (MCL 168.795 and 168.795a), section 795 as amended by 2018 PA 127 and section 795a as amended by 1998 PA 215. Representative Fox moved to adopt substitute (H-1) to HB 4720. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. Representative Hoadley moved to report out HB 4720 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. The following person submitted a card with a neutral position on HB 4720, but did not wish to speak: Erin Schor, representing the Michigan Department of State. The Chair laid HB 5197 before the committee: HB 5197 (Rep. Smit) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 7, 15, 24, 26, 51, and 54 (MCL 169.207, 169.215, 169.224, 169.226, 169.251, and 169.254), section 7 as amended by 2001 PA 250, section 15 as amended by 2015 PA 269, sections 24, 26, and 51 as amended by 2019 PA 93, and section 54 as amended by 2023 PA 244, and by adding section 34a. Representative Fox moved to adopt substitute (H-1) to HB 5197. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. Representative Hoadley moved to report out HB 5197 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. The Chair laid HB 5198 before the committee: HB 5198 (Rep. Bruck) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 645a. Representative Outman moved to adopt substitute (H-1) to HB 5198. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. Representative Hoadley moved to report out HB 5198 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Koleszar and Xiong. Nays: None. Pass: None. The following person submitted a card in support of HB 5197 and HB 5198, but did not wish to speak: Erin Schor, representing the Michigan Department of State . Representative Koleszar moved to excuse Representative Wooden from the meeting. There being no objection the motion prevailed by unanimous consent.
