BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES February 6, 2020 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, February 6, 2020, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5187 (Rep. Rebekah Warren) with recommendation and immediate effect. 2. Reported HB 5188 (Rep. Mark Huizenga) with recommendation and immediate effect. 3. Presentation on Benchmarking the Michigan Economic Development Corporation by Tim Dempsey, VP Public Sector Consultants. The Chair called the meeting to order at 12:00 noon He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, MacGregor, Theis, Schmidt, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. The Chair entertained a motion by Sen. McMorrow to adopt the meeting minutes from January 23, 2020. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony on Benchmarking the Michigan Economic Development Corporation: Tim Dempsey, Public Sector Consultants – No Position The Chair invited the following individuals to present testimony regarding HB 5187: Jessica Randall, Office of State Representative Warren – Support The Chair invited the following individuals to present testimony regarding HB 5188: Zack Sikkema, Office of State Representative Huizenga – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5187 and HB 5188: Rachel Richards, Michigan Department of Treasury – Support Jen Smith, Michigan Association of School Boards – Support Page 1 of 2 The Chair entertained a motion by Sen. VanderWall to report HB 5187 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Schmidt, McMorrow, Geiss, and Moss. Nays: Sen. Theis. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5187. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. McMorrow to report HB 5188 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, MacGregor, Schmidt, McMorrow, Geiss, and Moss. Nays: Sen. Theis. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5188. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
