BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES February 6, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, February 6, 2020, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 514 (Sen. Alexander). 2. Testimony regarding SB 195 (Sen. Chang). 3. Testimony regarding SB 196 (Sen. Lucido). The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen(s). VanderWall, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. Johnson to adopt the meeting minutes from January 30, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. VanderWall to excuse absent members from the meeting. Without objection, Sen. Barrett was excused from the meeting. The Chair invited Lamar Lemmons, of Sen. Alexander's office, to summarize SB 514. The Chair invited the following individuals to present testimony regarding SB 514: Scott Smith, City Attorney, City of Wyoming – Oppose Chris Johnson, Michigan Municipal League – Oppose Chris Hackbarth, Michigan Municipal League – Oppose Judy Allen, Michigan Townships Association – Oppose The Chair invited Sen. Chang to summarize SB 195, and Chair Lucido summarized SB 196. The Chair invited the following individuals to present testimony regarding SB's 195 – 196: Pete Letkemann, Citizens For Prison Reform – Support Lois Pullano, Citizens For Prison Reform – Support Kyle Kaminski, Michigan Department of Corrections – Support The cards were read of those individuals not wishing to testify before the committee regarding SB's 195 - 196: Dan Jarvis, Michigan Family Forum – Support Trudy Williams, Family Advisory Board - Support At the request of the bill sponsor Sen. Runestad, SB 104 was removed from the days agenda. There being no further business before the committee, the Chair entertained a motion by Sen. VanderWall to adjourn the committee.
