BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES February 6, 2020 A meeting of the Senate Committee on Local Government was scheduled for Thursday, February 6, 2020, at 1:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 762 (Sen. Horn). 2. Testimony regarding SB 719 (Sen. Lucido). 3. Testimony regarding SB 712 (Sen. Bumstead). 4. Testimony regarding SB 713 (Sen. Bumstead). 5. Testimony regarding SB 692 (Sen. Zorn). The Chair called the meeting to order at 1:35 p.m. He instructed the clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, and Moss, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from October 31, 2019. Without objection, the minutes were adopted. The Chair invited Sen. Horn and his constituent, Mr. Tim Morales from the City of Saginaw, to summarize SB 762. The cards were read of those individuals who did not wish to testify regarding SB 762: Rachel Richards, Michigan Department of Treasury – Support Chris Hackbarth, Michigan Municipal League – Support Madison Clements, Saginaw Chamber of Commerce - Support The Chair invited Sen. Lucido to summarize SB 719. The Chair invited the following individuals to present testimony regarding SB 719: Deena Bosworth, Michigan Association of Counties - Oppose The cards were read of those individuals who did not wish to testify regarding SB 719: Chris Hackbarth, Michigan Municipal League – Oppose Tom Frazier, Michigan Townships Association – Oppose The Chair invited Sen. Bumstead to summarize SB's 712 – 713: The Chair invited the following individuals to present testimony regarding SB's 712-713: Chris Hackbarth, Michigan Municipal League – Support John Schrier, City of Muskegon - Support Chair Zorn summarized SB 692. The Chair invited the following individuals to present testimony regarding SB 692: Clay Powell, Rental Property Owners Association of Michigan – Support Wendy Patton, Michigan Real Estate Investors – Support The cards were read of those individuals who did not wish to testify regarding SB 692: Tom Frazier, Michigan Townships Association – Oppose Chris Hackbarth, Michigan Municipal League - Oppose The Chair moved to excuse absent members from the meeting. Without objection, Sen. Alexander was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
