KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, December 9, 2025 10:30 AM Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: None. Excused: None. Representative Thompson moved to adopt the meeting minutes from November 04, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4530, HB 5035, HB 5036, HB 5037, HB 5038, HB 5039 and HB 5220 before the committee: HB 4530 (Rep. Pohutsky) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 748a (MCL 330.1748a), as added by 1998 PA 497. HB 5035 (Rep. Roth) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," (MCL 600.101 to 600.9947) by adding section 2980. HB 5036 (Rep. Steckloff) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 219g. HB 5037 (Rep. Roth) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 24 of chapter VII (MCL 767.24), as amended by 2018 PA 182. HB 5038 (Rep. St. Germaine) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16l of chapter XVII (MCL 777.16l), as amended by 2016 PA 150. HB 5039 (Rep. Roth) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16221 and 16226 (MCL 333.16221 and 333.16226), as amended by 2023 PA 209. HB 5220 (Rep. Rigas) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 3b (MCL 722.623b), as added by 2023 PA 46. Representative Pohutsky testified in support of HB 4530. The following person submitted a card in support of HB 4530 and HB 5220, but did not wish to speak: Elizabeth Henderson, representing the Michigan Federation for Children and Families. The following people submitted a card in support of HB 5220, but did not wish to speak: Anne Kuhnen, representing the Michigan League for Public Policy. Rebecca Mastee, representing the Michigan Catholic Conference. The chair laid a presentation on One Big Happy Home before the committee. Representative Johnsen introduced Joe Benedict and Ryan North who gave a presentation on One Big Happy Home. Questions and discussion followed. The committee returned to consideration of HB 4530, HB 5035, HB 5036, HB 5037, HB 5038, HB 5039 and HB 5220. Representative Johnsen moved to adopt substitute (H-1) to HB 4530. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Nays: None. Pass: None.
