BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES February 13, 2020 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, February 13, 2020, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 104 (Sen. Runestad). 2. Testimony regarding SB 463 (Sen. Lucido). 3. Testimony regarding SB 535 (Sen. Lucido). 4. Reported HB 5103 (Rep. Wakeman) with recommendation and immediate effect. 5. Reported HB 4712 (Sen. S. Johnson) with recommendation and immediate effect. 6. Reported HB 4713 (Rep. Miller) with recommendation and immediate effect. The Chair called the meeting to order at 8:31 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Lucido, Sen(s). VanderWall, Johnson, Runestad, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from February 6, 2020. Without objection, the minutes were adopted. The Chair moved to excuse absent members from the meeting. Without objection, Sen. Barrett was excused from the meeting. The Chair invited Sen. Runestad to summarize SB 104. The Chair invited the following individuals to present testimony regarding SB 104: Michael Zoran, Citizen - Support Judy Allen, Michigan Townships Association – Oppose Philip L. Ellison, Attorney – Support Jen Rigtrink, Michigan Municipal League - Oppose The cards were read of those individuals not wishing to testify before the committee regarding SB 104: Merissa Kovach, American Civil Liberties Union of Michigan – Support Chris Johnson, Michigan Municipal League – Oppose Chris Hackbarth, Michigan Municipal League – Oppose Meghann Keit, Michigan Association of Counties – Oppose David Guenthner, Mackinac Center – Support Curtis Holt, City of Wyoming, City Manager – Oppose Kimberly Buddin, ACLU of Michigan- Support The Chair summarized SB 463. The Chair invited the following individuals to present testimony regarding SB 463: Erica Kohler, Citizen – Support The Chair summarized SB 535. The cards were read of those individuals not wishing to testify before the committee regarding SB 535: Jean Doss for Kathy Hagenian, Michigan Coalition to End Domestic and Sexual Violence - Oppose The Chair brought up HB 5103. The Chair entertained a motion by Sen. VanderWall to report HB 5103 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen(s). VanderWall, Johnson, Runestad, Chang, and Irwin. Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5103. Without objection, immediate effect was recommended. The Chair brought up HB 4712. The Chair entertained a motion by Sen. VanderWall to report HB 4712 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen(s). VanderWall, Johnson, Runestad, Chang, and Irwin. Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4712. Without objection, immediate effect was recommended. The Chair brought up HB 4713. The Chair entertained a motion by Sen. VanderWall to report HB 4713 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Lucido, Sen(s). VanderWall, Johnson, Runestad, Chang, and Irwin. Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4713. Without objection, immediate effect was recommended.
