MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, December 9, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Absent: Reps. Posthumus and Tyrone Carter. Excused: Reps. Posthumus and Tyrone Carter. Representative Hoskins moved to adopt the meeting minutes from November 04, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4682 before the committee: HB 4682 (Rep. Woolford) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7b (MCL 211.7b), as amended by 2023 PA 150. Representative Woolford, joined by Ramon Baca and Kelly Johnson, representing Livingston County Veteran Services, testified in support of HB 4682. Questions and discussion followed. The following people submitted a card in support of HB 4682, but did not wish to speak: Brad Ward, representing the Michigan Realtors. Joanne Misuraca, representing the Michigan Mortgage Lenders Association of Michigan. The following person submitted a card in opposition to HB 4682, but did not wish to speak: Judy Allen, representing the Michigan Township Association. The Chair laid HB 5256 before the committee: HB 5256 (Rep. Tisdel) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 30 (MCL 206.30), as amended by 2025 PA 24. At 10:56 AM, the Chair laid the committee at ease. At 10:57 AM, Majority Vice Chair Frisbie called the committee back to order. Chair Tisdel, joined by Alyssa Tushman and Bryan Rief, representing the Michigan Fitness Association, testified in support of HB 5256. Questions and discussion followed. At 11:15 AM, Majority Vice Chair Frisbie laid the committee at ease. At 11:16 AM, the Chair called the committee back to order. The Chair laid HB 5305 and HB 5306 before the committee: HB 5305 (Rep. VanWoerkom) A bill to amend 1978 PA 255, entitled "Commercial redevelopment act," by amending section 18 (MCL 207.668), as amended by 2020 PA 218. HB 5306 (Rep. BeGole) A bill to amend 2005 PA 210, entitled "Commercial rehabilitation act," by amending section 16 (MCL 207.856), as amended by 2020 PA 217. Representative VanWoerkom and Representative BeGole testified in support of HB 5305 and HB 5306. Questions and discussion followed. The following people submitted a card in support of HB 5305 and HB 5306, but did not wish to speak: Katie Fuller, representing the Michigan Downtown Association. Patricia Herhden, representing the Michigan Bankers Association. Representative Hoskins moved to report out HB 5305 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative Frisbie moved to report out HB 5306 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative Hoskins moved to excuse Representatives Posthumus and Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent.
