BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES February 19, 2020 A meeting of the Senate Committee on Finance was scheduled for Wednesday, February 19, 2020, at 12:30 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 370 (S-1) (Sen. Hertel) with recommendation and immediate effect. 2. Reported SB 371 (S-1) (Sen. Hertel) with recommendation and immediate effect. 3. Testimony regarding HB 4171 (Rep. Alexander). 4. Presentation on the property tax foreclosure process. The Chair called the meeting to order at 12:34 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from February 5, 2020. Without objection, the minutes were adopted. The Chair brought up SB's 370 – 371, and offered an (S-1) version of each bill. The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 370. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed, and (S-1) was adopted. The Chair entertained a motion by Sen. Chang to report SB 370 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed, and the bill was reported. The Chair moved to recommend immediate effect for SB 370. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 371. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed, and (S-1) was adopted. The Chair entertained a motion by Sen. Chang to report SB 371 (S-1) to the floor with recommendation that it pass. The Chair moved to recommend immediate effect for SB 371. Without objection, immediate effect was recommended. The Chair invited Rep. Alexander to summarize HB 4171. The Chair invited the following individuals to present testimony regard HB 4171: Sue A. Macrellis, Citizen – Support Mary Pollock, State Employee Retirees Association - Support The cards were read of those individuals not wishing to present testimony regarding HB 4171: Melissa Seifert, AARP – Support Royce Humm, Michigan Association of Retired School Personnel – Support Don Taylor, Retired Detroit Police and Fire Fighters Association – Support Rachel Richards, Michigan Department of Treasury – Neutral The Chair invited Krista Vincent, his Legislative Director, to give the committee a recap on tax foreclosure notice reform initiatives. Mary Balkema, the Kalamazoo County Treasurer gave the committee a presentation on the delinquent property tax forfeiture and foreclosure process.
