BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES February 26, 2020 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, February 26, 2020, at 2:00 p.m., in the Harry T. Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SCR 22 (Sen. Stamas) to the floor with recommendation that it be adopted. 2. Reported SB 716 (Sen. Victory) to the floor with recommendation. 3. Presentation by U.S. General Services Administration on Budgeting Practices for Software Initiatives. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman entertained a motion by Sen MacGregor, supported by Sen. Bumstead, to adopt the committee meeting minutes from February 19, 2020. Without objection, the minutes were adopted. The Chairman summarized SCR 22 for the committee. The Chairman invited Brian Calley, of the Small Business Association of Michigan, to present testimony in support of SCR 22. The Chairman read the cards of those individuals not wishing to testify regarding SCR 22: Mark Polsdofer, MDOT – Oppose Amanda Fisher, NFIB – Support The Chairman entertained a motion from Sen. Bumstead, supported by Sen. Schmidt, to report SCR 22 to the floor with recommendation that it be adopted. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The resolution was reported. Next, the Chairman invited Sen. Victory to summarize SB 716 for the committee. The Chairman read the cards of those individuals not wishing to testify regarding SB 716. Mark Polsdofer, MDOT – Oppose Amanda Fisher, NFIB – Support Page 1 of 2 The Chairman entertained a motion from Sen. Victory, supported by Sen. Outman, to report SB 716 to the floor with recommendation that it be passed. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt and Victory Nays: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The bill was reported. The Chairman entertained a motion by Sen Schmidt, supported by Sen. Outman to recommend immediate effect for SB 716. Without objection, immediate effect was recommended. Next, the Chairman invited Waldo Jaquith, from 18F Technology Transformation Services - U.S. General Services Administration, to give a presentation on Budgeting Practices for Software Initiatives. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. Victory, to adjourn the committee.
