BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES March 3, 2020 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, March 3, 2020, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 245 (S-1) (Sen. McBroom) with recommendation and immediate effect. 2. Reported SB 246 (S-1) (Sen. Hollier) with recommendation and immediate effect. The Chair called the meeting to order at 2:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair moved to adopt the meeting minutes from February 5, 2020. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from January 28, 2020. Without objection, the minutes were adopted. The Chair brought up SB 245 and SB 246 (Sen. Hollier) which received testimony during the April 19, 2019 committee hearing; and summarized the (S-1) version of each bill. There were no questions from the members. The Chair entertained a motion by Sen. Lucido to adopt the (S-1) version of SB 245. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 246. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis, MacDonald and Irwin Nays: None The motion prevailed and the (S-1) was adopted. Testifying remotely from Escanaba, Michigan, the Chair invited the following individuals to present testimony regarding SB’s 245 and 246: Rory Mattson, Delta County Conservation District Forester – support. Bob Baron, Citizen – support. The Chair invited the following individual to present testimony regarding SB 245 and SB 246: Charles Owens, National Federation of Independent Business – support. Member questions followed. The Chair entertained a motion by Sen. Lucido to report SB 245 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis and MacDonald Nays: Senator Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 245. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Theis to report SB 246 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Lucido, Theis and MacDonald Nays: Senator Irwin The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 246. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair entertained a motion by Sen. Irwin to adjourn the meeting.
